EDUCATION
 Harold strongly believes that one of the best investments in our future is education. He attracted crucial resources and partnerships to establish unique programs primarily for district 7 schools. All of these programs are paying great dividends. By all accounts, they have improved classroom performance, retention rates, discipline, creativity, leadership, and global competitiveness.

“When USC Upstate wanted to establish a Community Outreach Partnership Center (COPC) on Spartanburg’s Southside, we had an incredible friend in Representative Mitchell. He was very instrumental in establishing the Center, which has attracted $2 million to create programs that have reached more than 5,000 young people primarily from District 7 schools. The programs are related to tutoring and mentoring, computer training, fine arts projects, summer camps, global education, and youth leadership institutes.
